This book offers a frank and honest assessment of the opportunities and challenges ahead for both the US and the wider world, examining the leading economic, political, and social issues in the context of the several rational choice theories and the emergence of challenges to entrenched Western interests.

BackgroundIn the Canadian Alliance for Healthy Hearts and Minds (CAHHM) cohort, participants underwent magnetic resonance imaging (MRI) of the brain, heart, and abdomen, that generated incidental findings (IFs). The approach to managing these unexpected results remain a complex issue. Our objectives were to describe the CAHHM policy for the management of IFs, to understand the impact of disclosing IFs to healthy research participants, and to reflect on the ethical obligations of researchers in future MRI studies.MethodsBetween 2013 and 2019, 8252 participants (...) (mean age 58 ± 9 years, 54% women) were recruited with a follow-up questionnaire administered to 909 participants (40% response rate) at 1-year. The CAHHM policy followed a restricted approach, whereby routine feedback on IFs was not provided. Only IFs of severe structural abnormalities were reported.ResultsSevere structural abnormalities occurred in 8.3% (95% confidence interval 7.7–8.9%) of participants, with the highest proportions found in the brain (4.2%) and abdomen (3.1%). The majority of participants (97%) informed of an IF reported no change in quality of life, with 3% of participants reporting that the knowledge of an IF negatively impacted their quality of life. Furthermore, 50% reported increased stress in learning about an IF, and in 95%, the discovery of an IF did not adversely impact his/her life insurance policy. Most participants (90%) would enrol in the study again and perceived the MRI scan to be beneficial, regardless of whether they were informed of IFs. While the implications of a restricted approach to IF management was perceived to be mostly positive, a degree of diagnostic misconception was present amongst participants, indicating the importance of a more thorough consent process to support participant autonomy.ConclusionThe management of IFs from research MRI scans remain a challenging issue, as participants may experience stress and a reduced quality of life when IFs are disclosed. The restricted approach to IF management in CAHHM demonstrated a fair fulfillment of the overarching ethical principles of respect for autonomy, concern for wellbeing, and justice. Writing involves risks—the risk that one will be misunderstood, the risk of being persecuted, the risks of being made a champion for causes in which one does not believe, this risk of inadvertently supporting a reader’s prejudices, to name a few. In trying to give expression to what is true, the writer must “clear a passage within the agitated world of passions,” an undertaking that always to some extent fails: writers are never the master of their own speech. In _Writing: (...) This paper continues the study of covering properties of models closed under countable sequences. In a previous article we focused on C. Chang's Model . Our purpose is now to deal with the model N = ∪ { L [A]: A countable ⊂ Ord}. We study here relations between covering properties, satisfaction of ZF by N , and cardinality of power sets. Under large cardinal assumptions N is strictly included in Chang's Model C , it may thus be interesting to (...) obtain an analogue for N of the covering result for C . As in [13], we say that N satisfies the covering property if, for any set of ordinals X in the Universe, there exists a set Y in N such that X ⊂ Y and |Y| = |X| ℵ0 . In the first part, we show that if N does not satisfy the covering property, then for any α ω 1 , there exists an inner model with α measurable cardinals. Throughout this paper, we compare three situations: 1. V is the universe constructible from a countable sequence of ultrafilters on different measurable cardinals. 2. N does not satisfy the covering property. 3. There exist ω 1 measurable cardinals or a compact cardinal. Section 2 is devoted to the relation between satisfaction of ZF by N and the covering property. If holds, then N satisfies both ZF and the covering property. On the contrary, in case , N satisfies neither ZF nor the covering property. It is thus natural to obtain that the satisfaction of ZF by N implies the satisfaction of the covering property. Finally we study the cardinality of P ∩ N for a cardinal λ in the different cases. For example we show that if N does not satisfy the covering property, then + is inaccessible in any L [ A ] where A is a countable set of ordinals. This is not the case if holds. Let the expression “ λ + is inaccessible in N ” mean that for any α λ + | P ∩ N | ⩽ λ . If situation occurs, then there exists a measurable cardinal κ such that “ κ + is inaccessible in N ”. William of Ockham’s discussion of which grammatical categories are relevant for describing the syntax of mental language occurs in two short and closely related passages: Quodlibeta V, 8 and Summa logicae I, 3. In the present paper, I discuss four riddles that are raised by these two texts: (1) I point to an apparent anomaly in the structure of Summa logicae I, 3 and I propose an amendment to the St. Bonaventure edition in this regard; (2) I argue that Ockham’s (...) main grammatical source in the two passages is the Latin grammarian Donatus rather than Priscian (as might have been thought) and I show why this is relevant; (3) I clarify what problem Ockham has in mind when saying that there is a special difficulty about whether distinctions of “quality” (qualitas) are found among mental names as they are among spoken names; (4) I explain what Ockham means by the “figure” (figura) of names and verbs and why he thinks that this grammatical category is of no relevance for the analysis of mental language. Das enge Verhältnis von Aussage und Ausdruck rückt die Wissenschaft in der deutschen Tradition geradezu zwangsläufig in die Nähe zur Literatur. Dabei zeigt sich das wissenschaftliche Selbstverständnis dieser Jahre in der Frage v.a. seiner Adressierung von einer interessanten Paradoxie geprägt. So soll der jeweilige Sprachgebrauch überhaupt erst den szientistischen (...) Anspruch wissenschaftlicher Projekte beglaubigen und diese gleichsam als Spezialdiskurse legitimieren, zugleich muss der ideale Adressat der Wissenschaft solche Spezialdiskurse aber immer auch überschreiten. J. G. Fichte etwa weist den Vorwurf der »Unverständlichkeit« seiner »Wissenschaftslehre« als implizites Verlangen nach »Seichtigkeit« seitens der Leser zurück, zugleich aber erlegt er dem Wissenschaftler die Aufgabe auf, einen Beitrag zum »Fortgang des Menschengeschlechts« zu leisten. Com isso, busca-se reconsiderar criticamente o “liberalismo” de Smith.

Shelah, S., C. Laflamme and B. Hart, Models with second order properties V: A general principle, Annals of Pure and Applied Logic 64 169–194. We present a general framework for carrying out the construction in [2-10] and others of the same type. The unifying factor is a combinatorial principle which we present in terms of a game in which the first player challenges the second player to carry out constructions which would be much easier in a generic extension of the (...) universe, and the second player cheats with the aid of ♦. Section 1 contains an axiomatic framework suitable for the description of a number of related constructions, and the statement of the main theorem 1.9 in terms of this framework. This dissertation attempts to demonstrate that the Platonic thesis that thought is like a dialogue of the soul with itself, in the form it is given in the philosophy of Wilfrid Sellars, is a key to the metaphysics of transcendental subjectivity, and can be used fruitfully as a foil in critically interpreting the classical Cartesian and Kantian texts on the metaphysics of the subject. The metaphor becomes fruitful only when developed in the direction of a functional account of acts of (...) thought, according to which the concepts of intentionality are indifferent as to the material constitution of the items which function in such a manner as to be acts of thought. ;Chapter I demonstrates that although the Platonic thesis appears again and again in ancient and Medieval texts, a functional account is never pursued seriously. The tradition assumes that acts of thought are "diaphanous." Chapter II shows that although there are hints of a functional turn in Descartes' distinction between ideas materialiter and ideas objective, he remains true to the tradition in developing his substance metaphysics of the subject. After a brief look at Leibniz in Chapter III, Chapter IV shows how Kant makes the turn to a functional account of the thinking subject, according to which it is a category mistake to say that the transcendental 'I' is in the world either phenomenally or noumenally. Chapter V shows how Wilfrid Sellars develops the Kantian position by taking up the Platonic thesis and interpreting it in a functional direction. This opens up the way to a positive metaphysics of transcendental subjectivity which is able to do justice to the fact that the subject which constitutes the world is also a subject in the world. The Millennium Development Goal (MDG) 5 A states that the maternal mortality ratio has to be reduced to three-quarters between 1990 and 2015. The target for India is a maternal mortality ratio of 109/100,000 live births. The Janani Suraksha Yojna (JSY) (Maternal Protection Scheme) is a centrally sponsored conditional cash transfer scheme to promote institutional deliveries and thus ensure safe delivery and reduce maternal mortality. The JSY scheme and its various evaluations were reviewed. The Tannahill’s ethical framework was applied to (...) the JSY and analyzed. Evaluations have shown that the JSY has significantly increased institutional deliveries. The public health system is not fully geared up for delivering good quality maternal health services. Thus encouraging women to go to them violates the principle of doing good. There are several barriers for availing the scheme. Procuring the certificates to meet eligibility can be difficult. The women do not have power over the cash incentive. There are large inequities in access to the JSY scheme based on socioeconomic status, caste and education. The accountability mechanisms for the scheme are weak at the grassroots level. Without an overall improvement in health system and awareness among women, the JSY cannot be said to empower the women in a sustainable way. In order, that the increases in institutional deliveries due to JSY are more than just a Hawthorne effect, which is a change in behavior just due to the fact that the population is being closely observed and intervened, there is a need to bridge the ethical gaps in the program to make it an empowering, sustainable, accountable and just one. An outline of the historical development of ideas of utility and consequences in the history of ethics in the 18th century.

Neurological syndromes in which consciousness seems to malfunction, such as temporal lobe epilepsy, visual scotomas, Charles Bonnet syndrome, and synesthesia offer valuable clues about the normal functions of consciousness and ‘qualia’. An investigation into these syndromes reveals, we argue, that qualia are different from other brain states in that they possess three functional characteristics, which we state in the form of ‘three laws of qualia ’ based on a loose analogy with Newton’s three laws of classical mechanics. First, they are (...) irrevocable: I cannot simply decide to start seeing the sunset as green, or feel pain as if it were an itch; second, qualia do not always produce the same behaviour: given a set of qualia, we can choose from a potentially infinite set of possible behaviours to execute; and third, qualia endure in short-term memory, as opposed to non-conscious brain states involved in the on-line guidance of behaviour in real time. We suggest that qualia have evolved these and other attributes (e.g. they are ‘filled in’) because of their role in facilitating non-automatic, decision-based action. We also suggest that the apparent epistemic barrier to knowing what qualia another person is experiencing can be overcome simply by using a ‘bridge ’ of neurons; and we offer a hypothesis about the relation between qualia and one’s sense of self. The articles discusses the philosophical foundations and the traditions of the theory of the humanitarian and technological revolution. The subject-matter of HTR theory is the description and forecast of the transition from the industrial to the post-industrial phase of civilization development as well as the strategy and the most effective methods of management of various socio-economic systems. This theory, actively developing in recent years, focuses on goal setting and on determining priorities and development criteria in the field of technology, science (...) and education. The current revolution largely justifies the forecast of D. Bell, an author of the theory of post-industrial development, about the transition from the world of technology to the world of people. The human is the main subject and object of the changes. In this regard, we review an interdisciplinary program on human research, initiated in the 1980s by I.T. Frolov. The ongoing scientific revolution in genetics and the transition to autoevolution make these ideas even more relevant. The concept of universal evolutionism proposed by N.N. Moiseev is fundamental. This concept originates from philosophical and methodological generalizations based on the vast experience of computer modeling of “human-dimensional” systems. The principles of co-evolution of man and biosphere, the strategies for finding compromises are very close to the ecology of technologies, developed by the theory of HTR. It is difficult to overestimate the importance of the interdisciplinary concept of self-organization for many scientific fields and, in particular, for the theory of HTR. In our days, proposed by an outstanding mathematician, methodologist and thinker S.P. Kurdyumov, the interpretation of synergetics as a bridge between humanities and natural science, as a common language of natural scientists, mathematicians, scholars has become generally accepted. Kurdyumov predicted that many concepts and ideas of synergetics, through their philosophical understanding, would change the outlook and become an element of scientific culture. We show that this forecast turns into reality and in the process of HTR the ideas of synergetics begin to change our world. We pay special attention to the concept of self-developing systems, the theory of global scientific revolutions and the types of scientific rationality proposed by V.S. Stepin. In this regard, we can say that the HTR brings even more large-scale changes, covering not only science but also technology, society, the inner world of man. Identifying the philosophical foundations of HTR, we contribute to the development of methodology of this approach, enhance intra-scientific reflection and make possible to formulate unsolved problems more accurately. Jefferson saw the Commentary when it was still a manuscript and was so impressed that he took pains to have it printed. He even helped with the translation and corrected the page proofs. Although the translation was published anonymously, we can identify the author and translators through a letter by Jefferson dated January (...) 26, 1811. Elsewhere in this letter he commends it for correcting the Spirit of the Laws. The article seeks to instantiate the distinctive features and basic research strategies in legal ontology as they are presented in the early works by the famous Oxford philosopher of law Herbert Hart, published before his major book The Concept of Law. The author tries to isolate the most salient aspects of the analytical legal tradition applicable to Russian legal theory, which can bridge the existing gap between these approaches despite considerable difference both in their background and methodology.

It is difficult to overestimate Paul Meehl's influence on judgment and decision-making research. His 'disturbing little book' Clinical versus Statistical Prediction: A Theoretical Analysis and a Review of the Evidence is known as an attack on human judgment and a call for replacing clinicians with actuarial methods. More than 40 years later, fast and frugal heuristics - proposed as models of human judgment - were formalized, tested, and found to be surprisingly accurate, often more so than the actuarial models that (...) Meehl advocated. We ask three questions: Do the findings of the two programs contradict each other? More generally, how are the programs conceptually connected? Is there anything they can learn from each other? After demonstrating that there need not be a contradiction, we show that both programs converge in their concern to develop domain-specific models of judgment and nonlinear process models that arise from the bounded nature of judgment. We then elaborate the differences between the programs and discuss how these differences can be viewed as mutually instructive: First, we show that the fast and frugal heuristic models can help bridge the clinical - actuarial divide, that is, they can be developed into actuarial methods that are both accurate and easy to implement by the unaided clinical judge. We then argue that Meehl's insistence on improving judgment makes clear the importance of examining the degree to which heuristics are used in the clinical domain and how acceptable they would be as actuarial tools. The predicate-argument approach, focused on perception, is compared with the ease-of-predication (or predicability) approach, focused on encyclopedic knowledge. The latter offers functional prediction and implementation in connectionist models. However, the two approaches characterise predicates in different ways. They thus resemble predicational cantilevers built out from opposite sides of cognition, with a gap that is yet to be bridged.

Recent years have witnessed an explosion of the single-cell biochemical toolbox including chromosome conformation capture -based methods that provide novel insights into chromatin spatial organization in individual cells. The observations made with these techniques revealed that topologically associating domains emerge from cell population averages and do not exist as static structures in individual cells. Stochastic nature of the genome folding is likely to be biologically relevant and may reflect the ability of chromatin fibers to adopt a number of alternative configurations, (...) some of which could be transiently stabilized and serve regulatory purposes. Single-cell Hi-C approaches provide an opportunity to analyze chromatin folding in rare cell types such as stem cells, tumor progenitors, oocytes, and totipotent cells, contributing to a deeper understanding of basic mechanisms in development and disease. Here, we review key findings of single-cell Hi-C and discuss possible biological reasons and consequences of the inferred dynamic chromatin spatial organization. Single-cell Hi-C expands the molecular biology toolbox for studies of chromatin structure in individual cells. This technique allows one to analyze cell-to-cell variability in TAD and loop structure, and to capture chromosome conformation in rare cell types such as oocytes, totipotent cells, and tumor progenitors.
